Per Scitum Ltd. integrates academic research (Academy NORD, East/West Institute of Social Sciences) and practical experience (Baltskan KVP Ltd., Ebeling Data Ltd., EstPit Projekt Ltd., Norninfo Systems Ltd.) in the field of European Social Studies. PER SCITUM addresses economical, social and political aspects of European integration in a national and regional context. The PER SCITUM company grid works by management of the F.I.E. A data exchange system for two-channel data exchange and its application in the satellite connections, second generation GPRS mobile telephony and in the third generation mobile data exchange. Main competencies of EstPit are in the field of fast and simple data transfer, spatial data and context based knowledge management systems. Estpit won the tender announced by PRIA, Estonian agricultural registers and information board, that oversees applications submitted for EU aid in Estonia. Among others, Estpit solution won the latest mobile GPS developed by Magellan, one of the world's most advanced GPS technology firms. The knowledge management and a communication are evolved to a new level. As it is a very important part of the phenomenon of the social-economy, it touches each of us personally. One socio-economical association, lets call it to a state or to a states association, there are two opposites at time: from one point of view there are people - multicultural, multilingual and with a very different interests people on social level and on level of economy in the one space of living and from an other point of view there are government as an elite of people with their interests. It is very outright, this two sides of people are in very different situation and has very different viewpoints to society. In the model of a democratic society as well in a social-democratic society there are next idea on high position: the governmental policy become from people needs and interests. But by which key take a place a knowledge management, how has regulated a communication between two sides of people, on which qualitative level it works, how both sides get to know of viewpoints, decisions and judgments, this is the question for we have to find answers, solutions and resolves here. Today we are in the process of exchange channels of a mass communication. It affects a steering of knowledge management. There has came more and more to dominate a new channel and a new idea for medium: “an internet” by side of writing press, telecommunication and telephones whishes was character of 20th century. Every new phenomena makes shy and social depression as something not a very clear and an un-understood fullness: how I can in new situation? For that PER SCITUM has a very big work to do by support of software producers for create a very friendly and a flexible ICT solutions and knowledge management grids for diminution of shock of people on front of an uncertainty and a fear. Good solutions of ICT do not be valuable if they do not create an additional value for society living standards and for science men priceless work and attainments, do not able for use in practically. I do underline again: “A creation of additional value on to scientific solutions gives successfulness in our aims and it is not same as an exciting botching with a new and an interesting technologies.” The creation of additional value as a process has to content an outlet to a better knowledge management which do not depend on so much of an end-users exclusive accomplishments. It has to be friendly and useful for anybody. Estonian experiences shows brightly how easy can people use communication supplies and new technologies for everyday doings without any special education or special skills, independently an occupations or a social rank. The Estonian government has done successful experiments for creation of interactive knowledge management spaces and grids where governmental regulations and rules are published for folk and people can apply their opinions to government on a different points of view. It is very big step to modern democracy by modern supplies and possibilities. So can folk to participate in the process of law making as an advisories voice. It seems very new possibility for everybody. We can read it as an additional value really. This additional value is able for dimensions of money also as a key for processes of governmental administration and management. Today, as I stay in processes of EU development as a very little part of it, I can say: “Seems that Estonia as a new state without long history and experiences for management of state has a very good and an extensive practice on dimension of ICT. Albeit Estonia is a very new State and a very little country, it is not reduce accomplishments of our science men and specialists. Always we are ready and able for sharing our experiences. It means also that conferences like it take a place today in Den Haag, could be organize in Estonia also. Today we have what to show and give to another countries in EU but it is not very sure this trend continue for ever! The CONSEN organization connects very different people and very different countries and states over EU and out of EU. There is created same very original solutions in an accordance of FP6 determinations. We can call the CONSEN group organization to an interactive society of European folk, where are very quick development of new technologies of ICT. But I did not want to talk it more here as well You will hear more details of this organization in speech of Mr. Ferran Cabrer, who is a creator and the general manager of the CONSEN group today. As a citizen of EU or a citizen of Estonia, I am wish to give a little overview and a commendation: “People have to be law-abiding moderately and reasonably and government have to make low in coherent and rational way!” In situation of contradistinction the very expensive process of law making reduce basic value and possibilities for successfulness on the hard way to aims. So dear administrators and governmental personnel, please, try to focus more attention on Your work and doings and please, do not get carried away or go into ecstasies about Your self and Your positions. Please, do not burning out yourself! A better way - to take a time-out and to leave the air for an other people too! And the last sentence! In one, known to all, an experiment with apes where staved apes let to cage where was bananas on one top. Between monkeys and food there was water-spray. It did activate and did spray apes who did try to go for food. Very depressed apes was in fear and did stay in hungry on one side of cage and so needed food on another side of cage. In every next day exchanged one ape to new one who was not acquainted with law and did try to go for food. Others did stop him before spray beginning. After next five days there was all new apes who has not experiences of spray, they did know the law only. Did stay in cage and did what a food. There was not a spray any more. All was well informed only. There was very hungry apes and food in cage! No one eat, no one spray! The spring of the era of ICT by Mark Valdma For a beginning I am wish to ask You same very personal and a very definite questions for what I hope very straight answers, please! How many of You have visited the Moon on last, twenty first, century? Yes, You did hear correctly my question! I did read a science new letters from twenty five years ago and find a straight line of ideas of US experiences with comments of US Science men. There is written experiences of Moon traffic very successful and quick development, it will open a new standard for a human being quality and in human dreams realization. My honest question is induced by two points of view: for first - lot of You was young science men twenty five years ago and did participate in Moon traffic creation as well today in process of new communication technological development, and for second I have hear a lot speeches of R&D of ICT with same kind of euphemistical euphoria like it was on a past era when the Moon Traffic was very new and unbelievable for folk and a privilege of very specially selected people, not like today it is free desire for anybody and on any time! It is not my spiteful criticism to monumental accomplishments of the science, it is preamble to understanding of social realities only! Whenever we need to get success in the World, for what are created EU also, and if we want to get in successfulness by the key of a scientific knowledge management, we can not forget realities of life, and our grand and bright words can not fly too high on space and too brightly! We can take a society by very different methodology of analyses. It comes from aims of it. As the EU has declared its interest in focus of human-values and resources of nature and our meeting today is related to R&D of new technologies and development of a new ICT solutions, I to prefer methodology of my progression of the AGIL. For creation of a grid for interactive knowledge management, there are very important basic factors influence every humans behavior and ability to make personal desires as well it is influences a personal opinions and an expression of ones opinions and a satisfaction to society on any social level. An interactive communication grid by mind of ICT solution has to open a better possibility for governmental regulation by keys of democracy. For any analyses of society we have to spring from stipulated truths! Everybody identify itself on same level! Changes on a human well being and an ability of selfactualization can differentiate by measurement of dynamical process of faults in similarity. Personally cognizable cognitive values to reflects similar processes on a social level as well in society by a mediation of communicative phenomena between differences of two opposite of similarity. So I can declare: Intellect could be a phenomena of a space and it is characterize to any existence in space and mode of life. Why all of this speech? Today we are on way of creation a technical intelligence and we are using smart solutions in grids of communication and another ICT solutions. Solutions are able to generate new ideas and points of view today. New ideas generated by an ICT solutions by a smart grids architecture reflects possibilities of an artificial intelligence we have done by creation of an artificial space. We are worry about ideas created by artificial intelligence are not under control of us fully and it is very difficult to differentiation of ideas of a human intelligence and of an artificial intelligence creations as well they both use similar diction and style created by human. As I told before, I do spring from basic determinants influences every individual person through differences between opposites in similarity. So, every flow of knowledge contents two opposite conditions on point of view in middle of process which are apart by sense of a time-flow phenomena only. For creation of a smart grid of interactive communication we have to create a very smart grids architecture first. It gives us ability to determinate every part of it as a instilment of the process as well as a outlet of the process and to determinate an influence of timeflow in any aspects. Functionality of benefit solution will be very similar of nature and the World, not done by human skills. And now I am wish to apply on visually a needed determinants of this kind of interactive communications and smart platforms; Any privacy and part of society by mean of a person or a citizen are applied on the M point and related to others trough A, B, C, D, A ´, B ´, C ´, D ´ determination. The communication as one form of outlet of a relations existence creates a cognitive entireties. Every new entirety is making an additional value of society. By our context here we can see the part of creation of an intelligence of ICT!
